Voucher support program for small and medium-sized enterprises of the  Lviv City Council
Voucher support program for small and medium-sized enterprises of the Lviv City Council

Voucher business support involves providing the following types of vouchers:

  • for recovery;
  • for processing enterprises;
  • for veterans;
  • investment;
  • compensation;
  • for energy supply;
  • marketing;
  • for relocation.

Enterprises that are registered on the territory of the Lviv city territorial community, have an average number of employees of at least 15 people, and an average salary of at least 2 times the minimum wage can use the aid.

  1. Registered on the territory of the Lviv city territorial community.
  2. The transfer of economic activity to the territory of the Lviv urban territorial community from other regions of Ukraine was carried out.

Business support program in the Lviv region during the period of martial law

The program aims to support businesses in martial law, in particular, to create the necessary conditions for the location and operation of businesses relocated to the Lviv region from other regions of Ukraine, support for export-oriented enterprises, support for enterprises that produce socially significant goods and goods for military purposes.

A mandatory requirement for participation in the program is the registration of the enterprise in the Lviv region.

The program offers three financial instruments:

  • non-refundable financial assistance to relocated production enterprises;
  • voucher support for marketing or certification services;
  • non-refundable financial assistance for the purchase of equipment in certain industries.

The program provides non-refundable financial assistance to manufacturing enterprises that have relocated in the amount of UAH 100 000 on condition that the enterprise is re-registered in the Lviv region. The company will also receive an additional UAH 100 000 if it creates at least 20 new workplaces.

Voucher support is provided to micro and small businesses and, also, exporters from the Lviv region during the martial law:

1) no more than UAH 50,000 for marketing vouchers;

2) no more than UAH 80 000 for vouchers for product certification. The share of the economic entities’ own expenses for provision of services must be at least 30% of the total costs.

The third instrument of the Program aims to support enterprises in the food, light and machine-building industries. Such enterprises will be provided with non-refundable financial assistance in the amount of up to UAH 500,000 for the purchase of equipment, provided that at least 5 workplaces will be created.

To participate in the Program, you need to submit an application to the Department of Economic Policy of the Lviv Regional Military Administration. Requirements for the application and the procedure for its registration are defined in the appendices to the Program.

Business lending under the “5-7-9%” Program

Any Ukrainian enterprise (where the ultimate beneficiaries with a share of more than 50% are Ukrainians) can receive a loan of up to UAH 60 million at 0% during martial law. For the implementation of the investment project and for debt refinancing, the loan is granted for a maximum of 5 years. For working capital financing – for 3 years.

You can submit an application for participation in the Program and receive direct consultation through state-designated banks: Privatbank, Oschadbank, Kredobank, Raiffeisen Bank, Ukreximbank and others.

Government grant program for business from the state – “eROBOTA”

Grants from the state to create your own business, expand small and medium-sized businesses, and start a new career.

The funds are provided for the purchase of equipment, the purchase of raw materials or to pay for the rent of the premises.

“Work: your own business”: non-refundable grants of up to UAH 250,000 for starting or developing your own business. The main condition is the creation of at least 1 workplace.

“Work: a new level”: grants of up to 8 million for the expansion and creation of enterprises in the field of processing. The condition is the creation of at least 25 jobs.

“Work: your own garden”: grants for planting new gardens (up to UAH 400,000 per 1 hectare), but no more than 25 hectares. The condition is the creation of 3 to 20 jobs.

“Work: own greenhouse”: grants for the construction of new greenhouses (up to UAH 7 million). It is necessary to create 40 seasonal or permanent jobs.

“Job: Startup”: These are grants for IT startups. Non-refundable assistance from UAH 750,000 to 3.5 million, repayable assistance from UAH 3.5 to 8 million.

“Work: Start in IT”: grants for learning new skills in the field of information technologies.

Compensation for employment of IDPs

Compensation to the employer for labor costs for each employed person from among internally displaced persons as a result of hostilities during martial law in Ukraine at the expense of the state budget reserve fund.

Conditions for receiving compensation:

  1. An economic entity that has employed an internally displaced person with a minimum wage of at least UAH 6,700 can apply for compensation
  2. Being registered as a payer of a single contribution to mandatory state social insurance
  3. Submit tax quarterly reports or tax annual reports for the last reporting period as of the date of application for reimbursement of expenses.

Simplified procedure for renting state and communal property during martial law

The government adopted a simplified procedure for leasing state property during martial law. To relieve the burden on tenants, a number of benefits were introduced:

– for the first half of the year, a business that rents premises from the state due to relocation can pay UAH 1/m²;

– the advance payment and the security deposit were reduced to the amount of one monthly rent;

– tenants of public property in temporarily occupied territories may not pay rent;

– tenants who joined the armed forces may not pay rent;

– for the rest of the tenants, the fee was reduced.
